Liviu-Bogdan Ciucă - Biography#
Liviu-Bogdan Ciucă is Full Professor, PhD, at “Dunărea de Jos” University of Galați, Faculty of Law, where he teaches Inheritance Law, Special Contracts, Property Law, and Real Estate Publicity (Master’s level). His academic activity combines doctrinal legal research with extensive legislative and institutional experience.
He holds a PhD in Law (2006), a Master’s Degree in Criminal Sciences and Criminology (University of Bucharest), and a Bachelor’s Degree in Law. He has completed advanced professional training in notarial studies (Quebec, Canada), project management, training of trainers, security and good governance (National Defence College), and international relations (Romanian Diplomatic Institute).
Since 1997, he has been a Public Notary and is currently President of the Executive Board of the Chamber of Public Notaries of Galați, coordinating institutional, administrative, and professional activities. He has played an active role in the modernization of notarial and civil law practice in Romania.
Between 2008 and 2016, he held several high-level positions in the Romanian Parliament, including President and Vice-President of the Legal Affairs, Discipline and Immunities Committee, Vice-President of the Joint Committee for the Revision of the Romanian Constitution, and Vice-President of the Subcommittee for Monitoring the Decisions of the European Court of Human Rights. He also participated in the Joint Special Committee for drafting the new Civil Code, Civil Procedure Code, Criminal Code, and Criminal Procedure Code.
He is President of the Academy of Legal Sciences of Romania and a member of several prestigious national and international academic associations, including the International Association of Penal Law, International Association of Civil Law, European Law Society, Washington Academy of Sciences, and The New York Academy of Sciences.
His scientific output includes over 20 specialized books and more than 50 articles published in academic journals and national and international conference proceedings. His research interests focus on civil law, criminal law theory, constitutional law, human rights, and legal methodology.
