Civil Engineering Degree (1966) and Ph.D. in Civil Engineering (1970) from the Madrid Technical University (Universidad Politécnica de Madrid).

Degree in Geophysics and Meteorology (1975) from the Complutense University of Madrid.

His professional activities have been carried out in the fields of teaching and research as well as in the development of projects and construction work. He was a Professor in the Civil Engineering Schools at the Technical Universities of Madrid and Barcelona and also at the University of Seville. Currently he is a Full Professor (since 1977) at the Madrid University School of Industrial Engineering where he was also Chairman of the Structural Engineering Department during 8 years.

He worked as a designer and technical consultant, primarily for the Division of Studies and New Works of the National Railway Company (until 1975) and for the Society for Research, Studies and Testing (SINEX, S.A.), of which he is currently the President. He was Academic Secretary of the School of Civil Engineering in Barcelona and Associate Dean for Research at the Schools of Industrial Engineering in Seville and Madrid. He also worked as Vice General Director for Research at the Ministry of Universities and Research of the Spanish Government (1981).

He has authored several books, both in Spanish and English, and continues to contribute actively to national and international journals, for several of which he serves on the Editorial Board or has acted as a Referee. His publications deal primarily with applied mathematical modelling, safety of tunnels in case of fire, seismic engineering and structural dynamics problems, behavioural laws of solids and structural reliability, subjects on which he has written a dozen books or reports and published more than 100 articles.

So far in his career he has directed more than thirty Doctoral Theses and has produced approximately 60 projects for construction works, several of which he has also directed. He has acted as consultant for Civil Engineering construction projects: dams, bridges, tunnels, railways, etc., and has participated in the development of building process standards for Spanish organisms as well as for those belonging to the European Union. He has organized several National and International Conferences and has contributed to approximately 200 conferences, many times as a guest speaker. He is a member of seven Spanish and eight foreign Scientific Societies.

He has been awarded the “Honoris Causa” Doctorate by the Universities of Seville (1999), Saragossa (2002), Carlos III (2003) and Valladolid (2004).

He received the National prize for Research in Engineering in 2002, the Award of the Spanish Society for Numerical Methods in Engineering (SEMNI) in 1999; the Medal “García Cabrerizo” for the promotion of Invention (2003), the research prize of the Technical University of Madrid (UPM) in 2004, the medal of the Spanish Society of Civil Engineering in 2004 and the Seijas Lozano Prize (2006) in recognition of his work for the benefit of industrial engineering.

He is a member of the Section of Sciences and Engineering of the “Academia Europaea”, Correspondent Academician of the Engineering Academies of México (2005) and Portugal (2006), member of the Spanish Section of the Rome Club, “Officier des Palmes Académiques” of the French Republic (2005) and “Cavaliere dell’Ordine al Merito della Reppublica Italiana” (2008).

In 1994 he was elected Full Member of the Spanish Royal Academy of Engineering, in which he was elected General Secretary from 1998 to 2002 and President from January 2003 to January 2007.
